你这系统上依赖关系有点问题
apt install --reinstall libssl1.1=1.1.1f-1ubuntu2.20
apt install libssl-dev
看一下libssl-dev这个包能否正常安装，后 find / -name evp.h 看一下，有evp.h 就可以安装了
还是没有就只能 apt-get install aptitude
aptitude install libssl-dev 进行降级
